Jacob A. Miller's practice includes general litigation, construction law, representation of government entities, and all aspects of governmental relations. Prior to joining Querrey & Harrow, Mr. Miller worked as Associate General Counsel to the Governor of Illinois. He oversaw all complex and significant legislative initiatives of the Governor including the tax policy plan, healthcare initiative plan, Department of the Lottery lease, property tax assessment limit, 2016 Olympics proposal, capital plan, pension obligation bond plan, gaming proposal, FutureGen project, alternative energy plan, and rate freeze plan. He also drafted motions and briefs filed in federal and state courts on behalf of the State of Illinois and the Office of the Governor.
Prior to joining the Governor’s office, he was Chief Counsel and Director of Governmental Affairs for the State of Illinois Capital Development Board. His duties included protecting the legal interests and maintaining legal operations for the Capital Development Board, which is responsible for 600 construction projects with a total value of $2.2 billion. Mr. Miller drafted all agency legislation and amendments, including the design-build procurement method bill, construction management and single-prime bill.
Preceding his tenure with the Governor’s administration, Mr. Miller was Counsel to the Speaker of the Illinois House of Representatives. He advised and counseled House Democrats and the Speaker in legislative matters during legislative session, negotiation meetings and caucus. He was also responsible for drafting and analyzing proposed legislation and amendments, with an emphasis in the following legal topics: personnel, procurement, state incentive programs, land use, real estate, consumer protection, health-care, environmental law, home-rule, civil procedure, and constitutional law.
